In this case, Mr. Norris, the Plaintiff, asserted that the Defendant Officer, while acting as an agent of the City of Des Moines, committed an assault upon him on September 13, 2019, by firing her service revolver and injuring him. Defendant claimed she was justified in the use of deadly force against the Plaintiff.
